COMPLETELY the officer's fault?
Was it bollocks - someone wasn't looking where they were going and hit him. Yes, it wasn't entirely sensible, nor was it entirely necessary given the light traffic but the simple fact is if there'd been a fluorescent concrete block there the car would have still piled into it. The bike was at an angle, so the profile presented was the same as if a car had been there.
He pulled out from behind trees, yet sat in the little white bit, did proper observations and got people moved out of the way before taking up position on the carriageway. The visibility at that point was fine - big straight road and a junction so the driver should have been looking for slow moving vehicles in his lane. That some utter prick didn't realise a lorry was moving over for a reason (because he was probably too close to see round), and ploughed straight into him was not his fault at all - he had a right to be there and a right to expect to be bloody seen!
