i've been looking at a road legal one and wondering if it is legal for me to ride at 17 with cbt, as most websites with specifications say it is legal 15 bhp but some forums and my common sense say its not? how do i know without putting it on a dyno, and if police stop me how will they know. thanks ell

If it hasnt been de-restricted then its road legal for you to ride it on a cbt at 17, more than likely though it would of been de-restricted (first thing everyone does) unless your buying it brand new that is then itl be restricted and legal.
To be total honest it doesn't matter at all if your riding round on it and its over the legal bhp for your age as everyone does it, I done it on my supercity for 2 years which was about 30bhp and all my friends and every person i know does it. The police really don't care.

Several problems here,
the EXC is an enduro bike and as such has more than 15 bhp by some margin, being only a marginally detuned motocross bike. the one you are thinking of has a different name/lettering and I'm not sure it's still made.
Also the police may or may not cotton on, depending where, how often and how you ride, but if you have any kind of incident and it is found to be not what it is said to be/supposed to be, you will have invalid insurance which is a whole can of worms you do not want to be involved in! Prosecutions, massive payout claims etc. to pay!
Also road legal motocross and enduros aren't the most practical or easy to run bikes for the road. Lots of silly problems there.
