is just a big list of meaningless statistics. And you can bet your ass that the cyclists, who are cited as a group which need protected, will neither obey the restrictions or be expected to obey them. A speedometer isn't even a requirement on a bicycle.
Drivers aren't allowed to use mobile phones when driving, and rightly so, but there's nothing stopping pedestrians from chatting or texting or using the internet on their phones while crossing a road. It's just infuriating that any injury or death on a road is assumed by safety campaigners and so on that the speed limit must be too high.
It will be interesting how they try to enforce this for, if I recall, the Construction Of Vehicles regs stipulate that a speedo only needs to be within 10% accuracy at 30mph (why the old police rule was 10%+2) so there is no record of how accurate a speedo is at 20 as it has never been tested
