Is a Provsional License and CBT enough to ride in New Zealand for a UK rider ?

On the basis that, until you have passed a test, you are not qualified, the answer would be no.
is right,you wouldn't be allowed to ride in OZ without a Full UK licence,and the road laws are very similar.

ok thanks guys, so if (its my son, who is 18), goes to NZ to live for a year at least would he be best getting an NZ license and do a NZ learner test ?
They use the same spelling in New Zealand as here as well.
Looks like the choice of machinery for learners there is ... rather more liberal than here, too. Up to 660cc with a power/weight restriction - http://www.nzta.govt.nz/licence/getting/motorcycles/approved-motorcycles.html
Also from that site, looks as though he will need to do a theory test and a basic handling test (mod 1-lite, looks like) first, and there's a 10 pm-5 am curfew for learners as well as L plates and no pillions.
... if he were to stay there the two years he'd need to get a full NZ licence, it looks like he could then exchange it for a full A licence when he came back here, rather than coming back to be stuck on restricted machines until he's 21+.
