I have a mini fold up 50cc Diblasi moped with no number on the frame, it's been drilled out at some point in the past, is it possible to get it re stamped, and road legal ?

have you had it, and where did you buy it from (private or dealer)? Has it been road-registered in the past?
The fact it has no frame number is of significant concern; it may be (or have been) stolen and / or an attempt made to change its identity (aka a "ringer"), or have question marks placed on it by insurance (written off, possibly with structural / frame problems).
Have you paperwork for it so you can enquire with DVLA?

It came out of the canal dredging a couple of years back when i was working on it, i used it off road just for fun, now i want to sell it. It's worth a lot more if it's road legal.

If it has its frame number drilled out and it was chucked into a canal then it is probably a stolen bike.
it will prob need a vic check at a vosa site they check to see if its stolen, after if it passes the vehicle identity check you can make an appointment at the local dvla registry office
