i got my partner to get a bike on hire purchase for me.. the finance company is the owner - untill hp is clear - and she is the registered keeper - to comply with hp company... can i still get insurance for the bike since i'm not the legal owner and not the registered keeper?

You must have tried to ins it,these are the initial questions about named keeper and owner.
You should try and ask them.
You must know the answer to that already - surely the bike was not released / delivered to you without you providing proof of insurance to the dealer.

Also, I believe bikes on HP must have fully comp. ins.
some do must dont
ebike and some other insurances comp wont cover you if you are not the owner of the bike. ie not got the bike in your name.
